Welcome to the International Association for Intelligence Education. IAFIE was formed in June 2004 as a result of a gathering of sixty plus intelligence studies trainers and educators at the Sixth Annual International Colloquium on Intelligence at Mercyhurst College in Erie, Pennsylvania. This group, from various intelligence disciplines including national security, law enforcement and competitive intelligence, recognized the need for a professional association that would span their diverse disciplines and provide a catalyst and resources for their development and that of Intelligence Studies.
Meet the new Chairman of IAFIE Thomas H. CarrThomas Carr is ready to take over as Chairman of IAFIE, succeeding Robert Heibel. Below is a short bio for Mr. Carr.Thomas Carr is the Director of the Washington/Baltimore High Intensity Drug Trafficking Area (HIDTA) Program, a position he has held since 1994. In addition to his duties as Director of the Washington/Baltimore HIDTA, he also serves as Executive Director of the University of Maryland’s Public Safety Training and Technical Assistance Program, which ranked second in grant fund awards received for the entire University System in 2007. Formerly, he served as Chief (Lt. Colonel) of the Maryland State Police Bureau of Drug Enforcement and Commander of the Criminal Investigations Division. He also served as an investigator and supervisor in the Maryland Attorney General’s Office, Vice Chairman of the Governor’s Prescription Drug Commission, Vice Chairman of the Governor’s Drug and Alcohol Abuse Commission, and Executive Director of the State Office of Strategic Drug Enforcement Coordination.Mr. Carr was a member of the Maryland Public Safety Technology Task Force, where he provided leadership in developing and identifying innovative technologies that improved law enforcement efforts and resulted in major revenue savings. He was the principal investigator on a law enforcement data mining project funded by the National Institute of Justice and oversaw an evaluation of Maryland’s emergency calling system. He is the principal investigator on an annual grant of approximately $4.5 million from the State of Maryland, Department of Public Safety and Correctional Services that focuses on the conversion of mainframe technology to distributed databases. In addition, Mr. Carr develops antiterrorism curriculum and provides training for the Department of State, Office of Antiterrorism Assistance. Mr. Carr is the committee chair for the Performance Management Process used by the HIDTA Program, Office of National Drug Control Policy. The Performance Management Process established metrics to measure the efficiency and effectiveness of drug control efforts in the fields of drug law enforcement, treatment and prevention. His work in performance measurement earned him the Office of National Drug Control Policy’s coveted Director’s Award.
